6.4.3.1 Ce is always used with être

In phrases, where a context is referred to with the verb to be and with this receives a certain feature the reference is made with ce. There is no difference, whether the feature is a noun, an adjective or an adverb.

Examples
C' est une belle femme.
  This is a beautiful woman.
Ce sont les amis de mon père.
  These are the friends of my father.
C'est assez.
  This is enough.
